The Manitoba Provincial Nominee Program

On June 28, 1998, Manitoba signed an agreement with the federal government of Canada on getting their share of immigrants.

In 2009, Manitoba topped the list of provinces with the highest visa allocation: Manitoba’s 4,000 allocation tied only with Alberta. In 2018, Manitoba’s allocation is 5,700.

  1. Skilled Worker Stream

The Manitoba Provincial Nominee Program (MPNP) offers permanent residency pathway for those already in the province as recent graduates, skilled workers, businesspeople and their families or Skilled Workers Overseas who may apply directly with any of Manitoba’s pathways including the to be announced MPNP Renewal.

The MPNP for Skilled Workers is locally driven and based on the needs of Manitoba employers. Internationally trained and experienced workers who have the skills needed in the local labour market are selected and nominated to receive Canadian permanent resident visas to settle and work in Manitoba. There are two streams:

  • Skilled Workers in Manitoba

Manitoba nominates applicants who have a strong connection to the province through ongoing employment and sufficient skills, education and training, work experience and official language proficiency to make an immediate and ongoing contribution to the Manitoba economy and the provincial community at large.

Skilled Workers in Manitoba undergo a three-step process:

STEP 1. Submit an Expression of Interest

STEP 2. Get invited to submit an MPNP application if applicant is among the highest-scoring qualified candidates with a connection to Manitoba.

STEP 3. Be nominated as a successful candidate after  a thorough assessment, then make a separate application to the Government of Canada for permanent residency (for applicant and qualified family members).

  • Skilled Workers Overseas may be nominated if established connection to Manitoba is established through:
  • support of family members or friends;
  • previous education or work experience in the province; or
  • an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative.

Like the Skilled Workers in Manitoba, potential candidates go through the same 3-stem process.

       2. International Education Stream, (IES  - For international students graduating in Manitoba and meeting the needs of industry.

There are three pathways:

  • Career Employment Pathway- provides a faster nomination pathway for post-secondary students who graduate and find long-term employment in Manitoba in an in-demand occupation consistent with their training. Graduates who meet these conditions are immediately eligible to apply to the MPNP after graduating and obtaining the job offer.
  • Graduate Internship Pathway. For international student master and doctoral graduates through internships contributing to industry innovation in Manitoba.
  • International Student Entrepreneur Pilot. Allows up to 20 (per calendar year) of international students who have graduated in Manitoba to pursue entrepreneurship rather than employment – and be nominated for permanent residency after meeting the conditions of their Business Performance Agreement.

Note: Graduates in another province of Canada are not be eligible under this stream but may be eligible under the renewed Skilled Worker in Manitoba Stream.

        3. Business Investor Stream

The renewed Business Investor Stream will replace the current PNP-B business immigration category. BIS allows Manitoba to recruit and nominate qualified business investors and entrepreneurs from around the world who have the intent and ability to start or purchase businesses in Manitoba. Applicants will no longer be required to submit a deposit of $100,000 to the Manitoba government.

There are two pathways:

  • The Entrepreneur Pathway for applicants seeking to open a business in Manitoba. Replaces the previous MPNP-B stream. It allows Manitoba to recruit and nominate qualified business people from around the world who have the intent and ability to move to Manitoba and establish, purchase a business or become partners in an existing business within the first 24 months of arrival in Canada on a temporary work permit. Applicants are no longer required to submit a deposit of $100,000 to the Manitoba Government.
  • The Farm Investor Pathway for those intending to establish and operate a farm operation in rural Manitoba. for individuals with proven farm business experience, sufficient available capital to invest, and who intend to establish and operate a farm operation in rural Manitoba. To be eligible applicants must
  • Have at least $300,000 to establish a farming business in rural Manitoba.Investments deriving passive income are not eligible.
  • Tangible assets as defined by the MPNP.
  • A farm business plan is required and is an integral part of the application.
