Austria and Germany have published a list of occupations that each and both EU countries need. Here's an overview of what occupations are in short supply and where to apply.

Where and when to apply
Applicants intending to apply for an Austrian Blue Card must submit their application with the Austrian consulate/ consular post and wait for the decision and visa.
There are a few exceptional cases, where you can apply in Austria and may be able to wait for the decision while in Austria. However, you must have the required legal status to make an in-country application and wait for the decision while in Austria. All applications in this instance must be submitted in person.
German hospitals have had to contend with a shortage of doctors for quite a number of years now. There is a need throughout Germany for several thousand additional doctors. This demand will continue to rise in coming years, particularly as many hospital doctors are soon due to enter retirement.
In the field of private practice, there is primarily a need for general practitioners, particularly in eastern Germany and rural areas, where there are often difficulties recruiting doctors to fill practices as they become vacant. These shortages will soon spread to other regions of Germany and other areas of specialization, since here, too, many doctors are due to retire in coming years.
Foreign medical training
As of April 2012, if you have completed your medical training in a foreign country, you are eligible to receive a medical license in Germany, regardless of whether you are from an EU or a non-EU (third) country – provided that the training is equivalent to the German medical training.
There are vacancies in many technology-driven companies in Germany. There is a need for new recruits in all sectors, but most particularly in the fields of mechanical, automotive, and electrical engineering. Job prospects are also good in the field of building engineering. Against a background of increasing digitisation in Germany new fields of activity are emerging in information technology und telecommunications which require engineering knowledge combined with an understanding of how digital technology works.
Urgently needed: experts in technology, IT, and science / STEM Graduates
Germany’s drive towards increased digitization of industries – including the automotive and energy sectors – fuels the need for well-qualified, new staff, even recent STEM graduates. The same urgent demand is true of the German biotech and nanotech sectors. In all of these areas, the demand for first-rate scientists is consistently high.
A basic – and critical criteria for foreign applicants – is to provide evidence of equivalency in qualifications. Foreign degree holders need to have their degree verified by the Central Office for Foreign Education (ZAB).
