New Zealand and the Philippines signed an agreement allowing the citizens of each country to work while visiting.  The program itself - Working Holiday Scheme - is not new. But the inclusion of Philippines as a participating country to this scheme is.

The agreement was signed October 23, 2012 during the visit of Philippine President Benigno Aquino III to New Zealand.  The details will be out soon and the actual implementation would be next year.  In the meantime, here is a comparison of how the Working Holiday Scheme for other countries works.
