Express Entry A Year After: An Insider’s Job

A year after Canada launched its current immigrant selection system; it has become clear that Express Entry is geared to invite pre-qualified applicants who are already in Canada as temporary workers or international students.

 

Since the selection started on January 31, 2015, the minimum points required (threshold) to be invited to apply for permanent residency has not gone below 450, the lowest threshold so far in the 17th and 18th draws (see chart below).

For the above-average outsider (applicants outside Canada, specifically those in the Philippines, getting invited remains out of reach unless he or she gets a job offer or nomination from a province.  Those already in Canada are more likely to benefit from either of these occurrences.

What is the above-average profile of a Philippine-based candidate?

A Filipino, married, 31 years old with a Master’s degree, has 3-years work experience outside Canada (from the Philippines, Singapore, Middle East, U.S. for example); spouse has a PhD. Applicant and spouse have English proficiency equivalent to Canadian Level Benchmark (CLB) of 9 – would get a score of 358.

Another 35-year old Filipino already in Vancouver, British Columbia as an international student; has a bachelor’s degree; in a common law relationship (legally married in the Philippines but the marriage has broken down and had been separated from spouse for at least 12 months); the partner also has a bachelor’s degree.  Both have English proficiency at CLB level 8 – IELTS score of 6.5 in speaking, reading, writing and 7.5 in listening. 

The spouse (as dependant of an international student is allowed to work.  Because of access to employer and good work performance, the wife got a job offer in support of her permanent residency application through Express Entry.  Despite a lesser academic qualification and English proficiency, this couple in Canada gets 831 and would be invited to apply for permanent residency since the score is way above the threshold.

 

Relative Advantage

Unless the Trudeau government makes good on its campaign promise to increase points of candidates based on family relationships, or set the threshold at 350 points, applicants outside Canada would have to play second fiddle to those already  in the Land of the Express Entry.
