Is Canada Permanently One-Sided?

 

The 21st draw inviting qualified applicants to apply for permanent residency is out.  Since Express Entry was launched in January 2015, most of those who were invited were already in Canada.

Applicants outside Canada – those who are overseas including applicants from the Philippines – have very limited chances of being selected.

Candidates already in Canada as international students or temporary foreign workers (including those who have been working for a year) especially those with partners proficient in English or French and higher education credentials - get the first shot for job offers and provincial nominations, each factor earning the applicant 600 points each.

Not so with their counterparts across the seas.  Even with high language proficiency scores and higher education credentials, the highest probable score is just above 400, well below the lowest threshold to date – 450 points during the two draws September and October 2, 2015.

But as the North American saying goes – hope springs eternal.

With the new government under Justin Trudeau, expressing its intention to assign points for family relationship coupled with the ranks of the previously selected applicants who had been working or studying in Canada before the launch of Express Entry, the threshold points minimum could be lower than the lowest ever 450 points in September and October 2015.
