No fee to enter the Express Entry lottery, but you need to have evidence of English proficiency (IELTS) and assessment of your credentials to get in. Then you become part of the Candidate Pool eligible for selection or be invited based on the minimum points threshold set during a specific draw.  (See history of draws from January to July 2015)


Since Canada ran the Express Entry Program, the minimum points required for candidates to be invited have been an up and down ride- from a high of 886 points when it started to 463 in the latest selection drawn last 10 July 2015.


For most Filipinos and other nationalities outside Canada,having at least a Master's Degree. score of 8.0 in each of the IELTS components, being married to a degree holder with the same level of competency could level the odds.


But nothing beats having a job offer or being nominated by a Canadian province, either of which earns a candidate 600 points. But only those already in Canada as students or temporary workers get the first opportunity for a job offer or selection.
