Canada's FSW Cap Update, Sept. 9, 2013
As of September 9, 2013, the 5,000 permanent resident visa quota thru the Federal Skilled Worker program are still there for tthe taking.  There has been no running total of how many applications worldwide are received. However, there is a continuing report on how many places have been filled up per occupation and how many more towards the 5,000 total.
To qualify, an applicant must have at least one year of continuous and paid (full-time or an equal amount in part-time) work experience in a single occupation, within the last 10 years at a skill level that meets the definition under the 2011 edition of the Canadian National Occupational Classification (NOC), and must be in one of the 24 eligible occupations or have a valid offer of arranged employment.
The cap year began on May 4, 2013, and will end on April 30, 2014, unless otherwise stated by the Immigration Minister.
