New Zealand is similar to Canada and Australia in that migration points are awarded to applicants for skilled immigration.  Education is one of the factors where you can be awarded points after your international qualifications are assessed as to whether these are comparable to the standards of the country.

Assessment isn't always for immigration though.  According to the Qualifications Recognition Service (or QRS) of New Zealand, people ask to have their education qualifications assessed for employment, study and the Silver Fern Job Search Work visa.  And the QRS, which is a unit of the New Zealand Qualifications Authority (or NZQA), also offers several type of assessment, depending on your need.

One could say that New Zealand is progressive in that it recognizes that there are some educational institutions offshore that grant academic qualifications that can be compared to levels of the New Zealand Qualifications Framework.

If you're not from the Philippines, you could still check for yourself if your credentials are included in Appendix 3 - List of Qualifications Exempt from Assessment.

A word to the wise.  Immigration New Zealand states that the list "is for immigration purposes only."  It will therefore not affect any application for registration or teaching qualification that you may have to undergo.
